Rich has over 28 years of regulatory experience serving in numerous capacities from highly specialized technical positions to senior manager in one of the largest insurance markets in the nation.
Prior to joining Floridian Partners, Rich served as deputy insurance commissioner for the Florida Office of Insurance Regulation where he provided executive, regulatory, and policy leadership, as well as administrative direction and support for the business units regulating the property and casualty insurance industry.
Rich advised the insurance commissioner and, upon request, the legislature, on policies, trends, and opportunities relating to the property and casualty insurance markets, companies and consumers.
Some of the primary areas within the scope of his responsibility were insurer form and rate filings; financial oversight; reinsurance and the Florida Hurricane Catastrophe Fund assessments; residual market entities, including Citizens Property Insurance Corporation; the Florida Insurance Guaranty Association; and data collection.
Rich is a nationally recognized and highly respected expert in property and casualty insurance. He has been appointed to numerous boards and committees to address property and casualty insurance issues, including positions with the National Association of Insurance Commissioners (NAIC).
At the NAIC, Rich participated on numerous task force and working groups, including chairman of the Catastrophe Insurance Working Group for 5 years. He has taught courses in homeowners’ and private passenger automobile insurance for employees of the Office of Insurance Regulation, the Department of Financial Services, and the Collins Center for Public Policy.
He has served as a visiting lecturer at Florida State University where he received his Bachelor of Science degree in Risk Management and Insurance.
